I do have this. My latitude for South is 38 degrees 42' 31. 91 N. Longitude is 076 degrees 48' 35. 45 W. Range is 14.0 miles. For North the latitude is 38 degrees 55' 22. 91 N. Longitude is 076 degrees 48' 02. 26 W. Also a range of 14.0 miles.The 996p2 is an updated 996xt. This is from a 996 manual I found. Do the following these steps get you to a screen to set location?

Strange, I changed it to 50 miles and it's still saying "Scan Mode Nothing to scan" when I have South on but North off.Ok, so if the scanner knows you are more than 14 miles away from south, based on your scanners location, its gonna say nothing to scan. You can do 1 of 2 things. You can either edit that 14 mile range on the south site to a higher number (I use 50 mile to ensure I dont miss stuff by me) or if the scanner has a setting based on where the scanner actually is, and how far it will scan from that location, you can increase that setting.

If the location settings are preventing him to see the site, then he would not be able to see the cc on the screen i would think..I wouldn't mess with location to troubleshoot this.
See if you are receiving the Control Channel on the display.
If you don't receive that, you're out of range.

I would still be interested in looking at your file in my freescan to see if anything jumps out.
You might want to try setting up North as one system and South as a separate system, then assign them separate quick keys. No! You should set up one system with two sites. The system quick keys are assigned to the sites. With a single system, you only need to worry about one set of group quick keys.So do you recommend I make two separate systems? (one for North w/ north frequencies and one for South w/ south frequencies)
That’s his problem. The radio is latching onto the strongest CC (North) and won’t check for any others. I’m not that familiar with the 996XT, but my 396T will only latch onto one CC no matter how many I have in the system. I have to set up other sites as seperate systems.
