I am located in West Texas about 55 miles south of the Guadalupe Mountains National Park (GMNP).

I have three BCD996P2 scanners. Recently while searching the federal portion of the VHF band, I found a new National Park Service repeater on 170.0500. The units talking identified the frequency as the Frijole Repeater. The Frijole Ranch area is within the GMNP. I was able to hear a dispatch center and field units. Each scanner, in search mode, stopped on the aforementioned frequency. Additionally, the scanners detected a NAC of 4F9.

I programmed the frequency into each of the scanners. During scan mode, the scanners will stop on the programmed frequency, but I hear no voice. What I do hear is some sort of static or open squelch noise. To me the noise has some grinding effect in it. This does not happen during search mode only scan mode.

I use ARC XT Pro for programming. I have double checked the programming and confirmed that I entered the correct frequency into each scanner. I have not encountered this problem before. I have the latest firmware installed in each scanner. Can anyone identify the issue at play here and give me a solution, please?

I'm not familiar with that software, but what it sounds like is that you have not chosen to select P25 as the audio type. In Proscan you can chose between All or Analog. You're hearing analog when you need to be hearing digital, i.e P25.

Under Mode, I used: Auto.
For Audio Type I changed it to Digital, I originally used All.
For P25 NAC I used: Search

I'd venture to say it's like my local police...
A conventional channel that is using P25 digital voice... Hence the NAC 4F9... That should be the audio option set for the channel...
Don't own a 996P2 so I don't know were that is to set that...
For my X36/SDS it's like this...

I use ARC XT. Please attach your .rsf programming file so I can take a look at it. You will need to zip the file to be able to attach it. Click on Attach files and open the zipped file.

If P25 conventional you should be able to program it conventionally or alternatively you can program it as P25 one frequency trunk:
Press MENU. At 'Program System' press E/●.
At 'Select System' scroll to 'New System' and press E/●.
At 'Select Sys Type' scroll to 'P25' and press E/●.
Scroll to 'One-Freq Trunk' and press E/●. At 'Confirm?' press E/
At 'Edit Name' press E/●. See Entering Text.
Scroll to 'Edit Sys Options' and press E/●.
Continue at 'Set Number Tag' below.
Then see Creating Sites. Then see Creating Groups. Then see Programming Frequencies/IDs.
