Just bought a bcd996p2 and thinking on doing the firmware upgrade but not sure what ones I should go for and looked at the database can’t figure out if I just need the DMR upgrade all the updates

The only DMR system I see is this one: Maritime Electric Trunking System, Provincewide, Prince Edward Island (radioreference.com) I don't see any NXDN.

Firmware updates, and feature upgrades are two different things.

If you looked at the database you should already have your answer. Focus on agencies you intend on monitoring, look at the "mode" column if conventional or the "type" column if a trunked system. This should give you the answer you need if you need any of the paid upgrades. Your county trunked system is P25 Phase-I and this mode is built-in (no paid upgrade needed) Review also the suggestions I gave you in your thread here
