BCD996XT, How to Shut Off Service Scan

So I hit something, the manual is somewhat useless, and I am pulling my hair out.

How do we shut off service scan on a BCD996XT Scanner. It will scan the programmed freq's, and then start to scan a band, currently "Public Safety". We don't want it to do that. I only want it to scan the programmed channels.

I figured out how to do the temporary lockout, however if we cycle power, the issue returns...

Any help for this scanner idiot would be appreciated.

While the scanner is scanning press Hold/Resume button, Depress func/scroll knob then turn to Public safety, while the F is still displayed double press the L/O key. repeat for any other systems you want to L/O or unlock.
