BCD996XT Transmissions Cut Out

My area is running P25 Phase 1. I have it correctly programmed but when Fire gets dispatched out I would hear Engine company or whoever say go ahead and Fire Alarm would start talking. Any reason why Transmissions are getting cut out? I tried adjusting the mode the response time and still cuts out transmissions. Any ideas on what could be the issue? I tried it with another scanner figuring this one was on its way out but did the same thing.

Feed Setup is BCD996XT running Omnix to multicoupler and LMR 195 to the back of the scanner

* Edit I just went to AGC and Digital was turned off. I turned it on. See if that helps

In our area the fire depts that use P25 Phase 1 MOSWIN System are paged out on a conventional analog channel and then respond on MOSWIN. A radio tech that works on MOSWIN systems told me the two tone paging most depts use in this area is not compatible with this type system. So there may be an analog dispatch channel being used to page out.

Priority ID scanner is turned off. Also went to Menu Set Priority and turned it off.
