BCT15 automatically locking out sites

Hello:

I have two BCT15s - one at home, and one in my vehicle. They are both programmed exactly the same using Butel software. The one in my vehicle is constantly (automatically) locking out all of the sites that I have entered into our state police trunking system. I do not have startup keys assigned. Has anyone else experienced this problem?
