Will the "Record Out Jack" on the bct15 work as/ be the same as a Discriminator tap?

No, a discriminator tap is done in a different part of the receiver. A record out jack is nothing more than a fixed level tap from somewhere in the audio chain.

Take the radio out of the shell and on the bottom there is a solder joint marked "DISC" this is where you need to make your modificaton.

Do either of you know where I can get a radio with a Discriminator tap built in possibly a used one thats already been done. I'm not very found of taking apart a radio and doing it myself, I already soldered off the place for it on an old radio shack scanner.

I know of 2 places where you can send your scanner to be modified - I've done business with G&G and dataslicers.com and I can recommend them both - their websites are linked here (anything in blue is a link)
