what kind of scan are you doing? do you mean a "Search" and are you doing a service search or a custom search?

From what I can make out from your post most people program in the frequencies they want to listen to directly. I believe your in the wrong mode and need to do some programming. If your doing an entire band search for some reason go into search custom settings and lock out the offending FM band.
