BCT15X program Worcester Fire and Police

I have a BCT15X scanner, can I program Worcester City Fire and Police under the Common Wealth of Massachusetts site or do I need a digital scanner. Thanks in advance.

Looking at the database it appears to be a P25 Phase II digital system.

Currently you can use a phase 1 digital scanner but I'm told soon it will be phase 2 digital.
