BDC996T Locking on Encrypted TG's?

Lately, my 996T has been locking on, what appears to be, an encrypted P25 TG. I thought it was supposed to ignore these? Do I need to L/O these?

I believe the "T" models will stop on them without audio. The "XT" models will not stop on them at all. So, yes I would lock them out.

Mine has intermittent audio. Garbled and completely uninterpretable, but you can definitely hear it.

The 996T stops on ENC P25 traffic and has the garbled audio traffic. The only way to avoid this is to lockout the TGID. Problem is that if there is not 100% traffic one would miss the clear traffic.
