Bear Communications weirdness?

I am monitoring the Bear Communications CAP+ site on Helderberg Mountain using DSDPlus on laptops and an RSPDuo on a PC at the same time. Here is what I am seeing and hearing:

461.4250 Cap+ Site: 1 DCC:7 RAS NL:2 3 LCN 1 LSN 1,2
461.4500 Cap+ Site: 1 DCC:7 RAS NL:2 3 LCN 2 LSN 3,4
451.9625 Cap+ Site: 1 DCC:7 RAS NL:2 3 LCN 2 LSN 3,4

DSDPlus "confirms" the above channelization. Observations with the SDR indicate these frequencies are active, the latter two simultaneously, whenever DSDPlus is receiving traffic or Rest channel blips.

I have also noted (on this and Site 2) that some Rest blips are very long. I don't remember what that means.

This appears to be two different systems. 461.425 and 451.9625 are at North Greenbush and 461.450 is at Heldeberg.
Bear has numerous other frequencies at Helderberg that may be the associated LSN 1,2 for 461.450.
Possibly the 2 systems are simulcast which explains 461.450 and 451.9625 active at the same time. The same may be true of the Helderberg LSN 1,2 frequency simul with 461.425 at North Greenbush.

So Helderberg and (one of) North Greenbush both ID as Site 1 and use the same color code?
There is another NGB site that IDs as Site 3 with a different CC. It also has an as yet unidentified LSN 3,4.
Bear also has some overlapping callsigns and frequencies licensed to multiple locations. Piecing together their system has been a real (ahem) bear.

If the sites are linked, it seems reasonable they would use the same color code. Some Cap+ systems seem to like CC 0 for everything.
There probably is no easy way to sort out multiple license/location Cap+ systems since there is no system ID.
Here is a system that has similar issues with multiple locations and licenses that is very difficult to make any sense of:
Erway Ambulance/Brico Technologies Trunking System, Various, New York
There was another Cap+ system with multiple site locations I could never sort out until I got a confidential PM from the system tech. He said he had to look at their programming info for actual site/frequency use to give me the info I was looking for.

These systems are difficult when multiple sites are involved, for sure.
I have set up the various DSDPlus files with both SysID 0 and 8653 (the RRDB listing number). Some of the sites switch between the two while I'm watching them. There must be some difference in the datastream.
