bearcat 296d programming

I recently bought a 296d and have been trying to program the Indianapolis Meca system , I can't get it to display the talk groups , I have about 15 programmed with alpha tags and it only displays the freq. and the tag for the bank.
I also need to know if anyone knows the fleet map for the Indianapolis MECA system , just to make sure I am using the right one.

No fleetmap required, it is a Motorola Type II system.

I'm assuming you want to monitor Public Safety MECA -1, which is on the primary system here on this link

MECA -2, the secondary site does the non-emerg traffic.
