A scanner, such as 80xlt, is a Receiver. Only transmitters put out watts. I just noticed you passed your technician exam, so I really shouldn't need to point that out. Perhaps you could tell us why you want to know so we can figure out how to answer you in terms that pertain to a scanner.

While I am not a ham, I suspect they will be little better for 2 reasons.
1. They are tuned to a much more narrow range than the wide end scanner receivers
2. They probably have a better design for that narrow range.
However, I doubt any of these things will make enough of a difference that you will suddenly pull out many more repeaters.

As a ham, there is not much difference between a scanner and a 2m handheld. Both are limited by what type of antenna used. Also, by terrain, and the repeaters distance from the person receiving.
