I would not say you need a less complicated unit. Many of those will be left out in the cold for trunked Motorla systems over the next few years as frequencies are re-assigned as part of an FCC mandated re-banding process.

The 246 does not use banks like earlier scanners. It, and it's digital sibling the BCD396T, use what Uniden call "dynamic memory". First, you have to set up a system before you can add a frequency. The link above has a step by step process to walk you through creating a system & then adding frequencies. I also found it helpful to download the manual from Uniden (it's in the Adobe *.pdf format). That way, I can use the Acrobat Reader's search function to quickly locate items of interest.
