I'm aware there are other threads like this and yes I have looked at them, so please don't give me links or refer me to the wiki because I've already looked there.

Is there a way to mimic BearTracker features on a handheld such as the 396? Is there any way that you would be able to do this with local police departments other than the state highway patrols?

Justinnmr, Set your alert for the particular frequency you want to be alerted by. in the Beartrackers case it was set to alert on the mobile relay freqencies. you could use these, air to car, car to car, or any local frequency you need to be alerted to.

scan the input frequencies if they use a conventional system. if you pick one up, then there's one close by

I guess after 70 views, the answer is no...?
The only thing the BearTracker does, I believe, is scan common frequencies uses by mobile extenders, as well as the state trooper mobile input frequencies by state. The mobile repeaters were used much more by systems on low-band, where the hand held did not have a strong enough signal to reliably hit the repeater or reach a base station. So, the officer's handheld used a different frequency, which transmitted back to the patrol car, which then used the mobile's transmitter, with much higher power, & a much better antenna, to relay the signal to the base station.

To mimic the BearTracker, you would need to enter the input side, instead of output frequencies, for the agencies where you will be passing. Most agencies are no longer using the mobile extenders. The ones that are would likely still be on Vhf-low. Missouri, where low band is still showing usage, may be using extenders. Somebody more familiar with Missouri DPS would have to answer that, as well as what frequencies to use.

Outside of the extenders, you'd also program the transmit frequencies shown for mobiles. such as perhaps 42.26 for Troop A in your state, along with the other mobile transmit and car-to-car frequencies shown for this troop, or any others where you'd traverse. All of these would be in a conventional system. Setting an alert tone, as Charger suggested, would also be an attention getter.

I presume that you should also program the inputs for the various counties. In Texas, at least, DPS units in rural areas work very closely with the sheriff's offices, and are heard on those channels at least as often as the normal state assigned frequencies.

If the agency is on a trunked system, instead of conventional channels, I don't believe that you can simulate a BearTracker operation. Programming trunk system inputs on TRS voice channels would not give you any specificity. You'd get anything from your desired groups (police/state troopers) to fire, to garbage collectors, water, whatever; in short, whoever drew that channel grant at that time.
