A VE must hold an Amateur Extra, Advanced, or General class license to administer the Technician class test.
A VE must hold an Amateur Extra or Advanced class license to administer a General class test.
A VE must hold an Amateur Extra to administer an Amateur Extra class test.
Some VE teams restrict their VEs to Extras so they don't have to make the above distinction. That's up to the local VE team.

I was thinking I should just become a VE but I think my locale already has too many VEs so I decided to pass. Maybe I should anyway so if I go to a different locale I could help out right away, alas, don't think I'm needed as a VE right now around here, always too many available it seems, to even have people do a 1-test session (!)...

. As a general Rule of Thumb (meaning that there are always exceptions) you have to hold the class of license that you are the VE for (or higher). And have been certified as a VE.
