BEE00.966 P25 control channel on 173.5875MHz

Do you guys have any 173MHz frequencies in use in Ontario? I saw a BEE00.966 P25 control channel on 173.5875Mhz, and I can't figure out where it's from.

I'm in northeast Indiana, USA.
As far as 173.5875MHz, that freq is used at a lot of air bases, however, one of them is using it as a control channel for a whole P25 system, instead of using it as a simplex P25E channel. I'm trying to find people around the Michigan, Ohio, Indiana, Illinois area to give a listen to that freq to see if they can hear a control channel. That would narrow down where it's coming from.

You can rule out .5875 in Ontario's VHF Hi Band. That frequency spacing is not in line with 15 kHz spacing we use. It would be 173.58 or 173.595

One from your side I believe.
