Can anyone tell me what unit is best to monitor Philadelphia, pa, Bucks county, pa and Burlington county, nj?

You will need something that will follow a phase II trunk system. The Uniden HP-436XT or the Whistler TX-1 for handhelds are both worth a look. There are base models for both of these as well.

Oh my, that list is a couple of years old now. The APCO Project 25: Scanner Support for TDMA page on the wiki is much more complete with current scanners.
