Looks like the application for rebanded freqs has been submitted by Belmont Co and is being processed by the FCC.

http://wireless2.fcc.gov/UlsApp/ApplicationSearch/applMain.jsp?applID=4436974

As those who listen know, this is a simulcast system. However, the St. Clairsville site on Bannock Rd (at the 911 center) has additional frequencies associated with it that the other sites do not. This includes the talkaround / backup repeaters.

Some of those freqs listed under STC site are likely for MDT data and the talkaround freqs. The current RRDB lists the two T/A freqs as being 866.5125 and 867.0125 - although I suspect 866.5125 is MDT or something and 867.0125 is one talkaround and 866.0125 is the other.

Once rebanded, I would guess 851.0125 and 852.0125 would be the talkaround freqs / backup if system goes down. This would explain why they are on a different antenna (#1 on STC) and listed as FB2 (repeater) in the FCC database instead of FB2C (trunked).

I would guess that 851.5125 and 852.5125 on the STC site are MDT/data.

This would leave the new trunked system freqs (15 mhz lower after rebanding, typical) as 851.2125, 851.4375, 851.7625, 853.4500 and 853.7000.

ALL SITES
851.2125
851.4375
851.7625
853.4500
853.7000

STC SITE ONLY (according to FCC data)
851.5125 (likely MDT data but could be additional capacity in stc or something else)
852.5125 (likely MDT data but could be additional capacity in stc or something else)
851.0125 ant #1 (likely talkaround #1)
852.0125 ant #1 (likely talkaround #2)

851.0125, 851.5125, 852.0125, 852.5125, 853.0125 will be the new replacemants for 866.0125, 866.5125, 867.0125, 867.5125, & 868.0125

There should be NO MDT Traffic on them.

853.0125 is not one of the new freqs and 868.0125 was not one of the old.

866.0125 is ICALL
866.5125 is ITAC-1
867.0125 is ITAC-2

MDT use is strictly forbidden on these frequencies, backup/talkaround voice use is not. Repeaters for these at the St. Clairsville site would make sense as it's more or less centrally located in the county.

868.0125 = old ITAC-4
853.0125 = new ITAC-4

They could still be using them, as these frequencies are nationwide allocations for 800 MHz public safety interoperability. They would have to have a license for a repeater (and technically for any fixed station, repeater or not) on any of these frequencies, but not for mobile/portable use.

I learn something new every day. Does that mean that any of the local systems (like belmont, harrison, Ohio county WV etc.) could have any number of those interop freqs in their radios?

I have never actually monitored any TA activity on any of the local systems... probably because I'm not an ambulance chaser and am usually not close enough to the scene of some event to monitor them. Where would I find a list of all of the freqs available nationally or statewide for interop that do not require licenses for mobile use? (i'll check the db closer when i'm dong writing this).

851.0125 ICALL repeater (and simplex if they wish I suppose)
852.0125 ITAC-2 repeater (and simplex if they wish I suppose)

851.5125 ITAC-1 (listed as trunked FB2C)
852.5125 ITAC-3 (listed as trunked FB2C)

What would be the reason for having ITAC-1 / ITAC-3 on the trunked system vs just having them as repeaters? Is this specifically so that users on the actual trunked system have common freqs in the trunked system dedicated to interop between agencies on the trunked system?

Correct. Anyone licensed for 800 MHz frequencies, or who is a subscriber on a licensed 800 MHz system, may use them.

Check the Wiki; I'm pretty sure all of the interop frequencies (VHF, UHF and 700/800) are there.

They're not trunked....

I'm not sure why they're on the trunking license unless it's an error. Those frequencies are actually part of the GF (public safety, non-trunked) service and trunked use is forbidden. The interop frequencies are specifically designated for conventional, analog, non-trunked use, with a standard PL of 156.7 Hz.

The FCC has done that on several ocassions. I don't they know what thier freqiencues are supposed to be used for and what they're not supposed to be used for.
