Keep in mind that even though they are capable of Phase II, you still monitor all Phase I talkgroups -- and that as of this writing, the only talkgroups known to RR are Phase I. They may never add a Phase II talkgroup in the next five years, or they might add one tomorrow. Until they do, you can monitor the system just the same as you always have with a scanner that doesn't support Phase II P25 -- and you can monitor all Phase I talkgroups on a Phase II system with a Phase I-only scanner.

We will keep you updated if things change. No need to run out and get a phase 2 scanner to monitor Belmont County. Like Mike said it could be tomorrow or five years from now.
