155.190 PL:71.9
I see lots of Police Dept's in the county utilize this freq or have it as a secondary/back up

who are the PRIMARY users of this frequency on a day to day basis?

No one on a 71.9 PL any longer, actually. Emerson PD used to share this frequency as primary dispatch with River Vale and Old Tappan. However, this passed year, lots have changed. Emerson PD dispatch is now 155.19 NAC730 and River Vale/Old Tappan (shared dispatch point) utilizes the frequency with a receive PL of 88.5 (repeater). Emerson only uses analog as "immediate comms" with the Oradell PD desk --- last I checked. Unless, of course, OPD has upgraded to a digital capable consolette on their desk.

Chris is correct about Emerson using digital full-time their channel 3 (159.2100) is also digital. Theere are actually two separate repeaters, one in River Vale which is analog and the other is Emerson which is digital.l Emerson's channel 2 is 155.1900 in ANALOG mode (with the 88.5 PL) I doubled check because in the beginning Emerson was going back and forth! They next thing to lookout for is either River Vale or Old Tappan starting to use digital

Emerson does not use a ch 3 thats the input to their repeater, RiverVale about 2 years ago tried P25 in thier Kenwood Radios but gave up, when Emerson was anolog they interferred so much with RV that RV change PL - when E went digital they cut each other out so bad YET they dont know it, they TX over each other dailly
RV has a NxDEN radio on the desk with anolog/Nxden mostly for the Passack Valley DPW but since thier radios are Kenwoods who knows what the future will bring
And as far as the RR data base - know that everybody has everybodies freq for mutual aid in the Passack Valley/TriBoro, Northern Valley area's has each other main freq's ! WHY there are so many useless double entries under different agencies is confussing when downloading into the scanner via SENTINEL & or Freescan duplicate entries that make no sense
