I have a uniden bcd996p2. I am only able to pick up towns/cities local to my area. What’s the best antenna that can pick up towns from further away for a bcd996p2?

For distance, its best to get an external antenna as high up as possible. Since you didn't mention any particular band or frequency (the driver to what is the best antenna question,) a discone antenna will do the job.

Some of this is because of the design of the radio systems. Usually there is little reason to put effort into coverage outside of the agencies are of jurisdiction.

any antenna installed outdoors as high as you can get will be better than the telescopic antenna that you connect to the back of the scanner.
