Which SDR is better? Will the RSP1B have less distortion on a simulcast system than the Airspy R2?

I find my R2s superior to my RSP1a when monitoring P25 simulcast systems in my area (L3Harris and Motorola). Perhaps you should adjust (lower) your gains and/or identify sources of interference.

Your signature says you have both. Use the one that sounds better.

I bought a RSP1B, and it may be the worst 130 dollars I have ever spent. There are 2 things I can pick up on it, broadcast FM radio, and the local NOAA weather chs. I am so disapointed in this thing, I should have just bought 4 RTLSD ver 4s fo the same amount.

Not to stray off topic but what kind of antenna are you using? I had the same result you are describing with my RSP1 using a multi band VHF antenna, great on FM and NOAA and not much else. I made a simple long wire antenna and now it does great on MW, SW and the HF ham bands.
