Is a Home Patrol 2 a good scanner for monitoring police,fire,air and federal frequencies in the Miami area?

Nope. Miami-Dade's P25 trunked system is well known for LSM, especially on anything other than the SDS series of Uniden scanners. Stay away from the Home Patrol IMHO.
Depending on which trunked system you monitor in Miami-Dade you may encounter a phenomenon known as simulcast distortion, perhaps one of the most discussed issues here on the forums. You'd be much better off with a Uniden SDS100 or SDS200
2 for 2 now in second place.
without a doubt you need a SDS100/200 or a Unication. Both work well with Simulcast systems.
