That's right, go commercial all the way with low band. Low band has unique characteristics, so it follows, you need good commercial equipment to get it right.
I have two Motorola Syntor X9000 and Two Kenwood 690 commercial radios for CHP and base loaded whips from Laird, Motorola, Antenna Specialists and an $18 E-Bay knock off. Low band works well with a scanner on very local systems but when you monitor statewide and large county systems you need good equipment for low signal strength areas--and most important- you need the noise blanker circuitry commercial radios have. Good luck!
