I'm really liking my Omni X. It's tuned for the 700 stuff, but works pretty damn good on everything. What scanner are you using?

If you want omnidirectional, a discone is a reasonable antenna. Keep in mind that antennas are always a compromise. The best antenna depends upon what you want to listen to and if you need high gain in one direction, or you want to receive from every direction.

Whatever outside antenna you decide on, mounting it as high as practical is the main reason we go outside to begin with… ground the installation according to code, and use a low loss feedline. RG58 may be good for CB but it won’t cut it at the frequencies you are interested in. Belden 9913 or Comparable is necessary.

As for antenna choices, a directional gain yagi is what I run. I have a rotator to aim it with but I can get away with aiming it at my weaker signals and still get the stronger stuff off the sides, meaning I really don’t need a rotator. A discone is a good all around antenna however. Your budget may dictate what’s best for you.

Things you need to state:
1. What bands/frequencies? (Need to be as specific as you can...just public service? ...military aircraft?...low band VHF?...etc.)
2. Transmitting or just receiving?
3. Omni-directional or just interested in signals in one direction?
4. Are you willing to use more than one antenna?
5. What is your budget?
6. How high is it going to be? Usually height is more important than antenna.
There is no one answer for "best" without answering at least questions 1-4.
As other will note, this is asked about once a month. (Type best antenna in the Radioreference search box and it will get over 13,000 results.)
