The Jackson County Sheriff's Office, Carbondale Police Department, and
Jackson County 9-1-1, a body corporate and politic (the “Authority”), is soliciting
bid proposals to purchase a Simulcast Radio Repeater System to include:
• Leonardo Repeaters and software
• Antennas, cabling and combiners
• Grounding
• Network switches
• Battery backups and stand-by generator power systems
• Racks and enclosures for equipment
• Connectivity options and related equipment for each tower location
• FCC Licensing
• Installation and programming
Bidders are invited to submit bid proposals to the Authority by the Bid Proposal
submission deadline.
This Bid solicitation contains, and is subject to the terms and conditions of, the
Invitation to Bid, Instructions to Bidders (General Terms & Conditions), any
Supplemental Conditions, Plans and Specifications and Bid Form.
The award of the Contract pursuant to this solicitation will be made to the responsive
and responsible Bidder with the lowest bid price. The Authority reserves the right to
waive any technicalities in the Bid proposals, accept or reject any Bid proposal,
award a Contract in the best interest of the County, or revoke any solicitation.

Bid Proposal Summary: The Authority is soliciting proposals from qualified
professional vendors to design a Simulcast Radio Repeater System for
Jackson County Sheriff’s Office, Carbondale Police Department, and 9-1-1 to
purchase a Simulcast Radio Repeater System. The Authority requests
THREE (3) bids:
• 1st bid- to build the Simulcast Repeater System in one phase;
• 2nd bid- to build the Simulcast Radio Repeater System in two phases;
• 3rd bid – to build the Simulcast Radio Repeater System in three
phases.
Provide multiple options for connectivity for each phase. Coverage maps for each
phase should be included in the proposal.
Form of Bid:
Sealed Bids shall be submitted on the forms provided in accordance with instructions
given in the Bid Specifications. Any deviation from the Bid Specifications must be in
writing and attached as part of the Bid submitted. The Bidder shall indicate the item
or part that deviates from the Bid Specification(s) and indicate how the Bid will deviate
from said Specifications.
Interpretations/Questions:
No interpretation on the meaning of the Plans, Specifications or other Contract
Documents will be made to any Bidder orally. Every request for such interpretation
must be in writing in a Microsoft Word attachment with the subject noted as
