I know next to nothing about the area, but a quick look at the database page says the ny sp are in the process of changing the ctcss tone they use. You may want try going to just squelch only instead of using tone squelch or you could let it search for the right squelch tone.

Exactly what frequency or frequencies did you program for the NYSP?

Are you using the antenna that came with the scanner indoors, or do you have it connected to an outdoor antenna?

Keep in mind that the NYSP radio system is non-repeated simplex, so you're not going to hear the mobiles unless they are relatively nearby (depending on what kind of antenna you're using). You should pick up your local Troop E barracks base radio on 154.905.

Apparently Troop E in Cayuga County is also operating on the CNYICC trunked system, so make sure you have that programmed as well.

Thanks, I do have troop e at 154.905 and have it programed as it shows on radioreferance with ARC-XT. It puts it in as shown if it's correct. Thanks bill

It's possible Troop E in Cayuga has started operating full time on the CNYICC trunked system. Do you have that programmed?

ARC-XT won't put anything in the scanner that you don't import yourself.

On the RadioReference import screen in ARC-XT, once you're in Cayuga County, click the yellow Trunk System button. Now select the Central New York Interoperable Communications Consortium (CNYICC) Network / Project 25 system from the Trunk Systems: list.

You'll want to import the Cayuga Simulcast site and the Auburn and Cayuga County talkgroups at the minimum.

You may not be able to receive any of the other counties, especially using an indoor antenna. It won't hurt to give them a shot, but if you find that you can't receive any or all of them, I would suggest locking out those sites or deleting them. Having the scanner check them all if you can't receive them will negatively impact the scan speed.

You should also take a look at the BCD996XT Easier to Read Guide, it will come in helpful.

For Cayuga County, talkgroup 5401 is Sheriff/NY State Police Dispatch (Cayuga County Law Enforcement Talkgroups)

For Oswego County, talkgroup 8012 is Sheriff/NYSP Dispatch (Oswego County Law Enforcement Talkgroups)

If you downloaded the entire CNYICC system, you should already have both talkgroups in the scanner.
