ISO THEIR CURRENT PW FREQUENCIES. SEE OLD PD VHF-HI FCC LICENSES OF 153.965 Inpt and 158.775 Rptr, BUT NO PW FREQS. Also PL would help if known.

Blairstown DPW may be covered by Warren County DPW,
try these 2 frequencies.
453.95000 KUG724 RM 186.2 PL
Warren DPW 1 Public Works - Channel 1
458.78750 WPWC521 M 223 DPL
Warren DPW 2 Public Works - Channel 2

Negative on County Usage, with 2 reasons.

FIRST: I monitor Warren County Roads and Bridges on their repeater input, repeater, and simplex freq with no sign of any Warren County towns on their system..... SECOND, Blairstown DPW Trucks have 18 inch VHF-HI whips, with no UHF unity or gain antennas visible.

Was only a suggestion. They may then be on an unlicensed VHF frequency PW or IG (Public Safety or Industrial Business Pool) or perhaps even sharing with a neighboring town or township vhf frequency? Also with the Police at one time being on VHF, is it possible their current 18" VHF antennas be from that time if the ever did communicate with the PD?
Otherwise, perhaps if you or someone else closer to the area have a scanner with "Close Call" option and monitor?
