Doesn't seem like a great network topology and contingency plan for a sophisticated networked system to be down for a week and have to rely on analog.
It's not the best system but considering Blanco has only fallen back onto it twice since the trunking sites went live in 2013 may not be as big of a deal. Once was for the upgrade from Quantars to GTR8000 ESS in 2018 and then now. Site trunking isn't the end of the world in Western Counties...unless you are in Blanco thanks to some geographical features (which is why the backup system is still an old school shotgun link). The analog system is actually fully P25 capable IIRC just not currently configured for P25.
I believe Blanco county was hoping Comal would build onto GATRRS or Western Counties and they never completed the alternate path. At the moment, Round Mountain has microwave links to Bell Springs (CoA site), Lookout Mountain (Llano site located in Burnet county) IIRC and then a link to Mountain Top (and through Mountain Top to Church Tank).
