Yes that's exactly what it is, they're taking blood from a blood bank to a local medical facility. This can be for places that are in remote locations or they need more than what their current capacity is.
The highway patrol usually does it in some parts and they do run pretty fast while they're doing. =)

Usually an officer is just taking a vial of blood from the scene to the blood bank, so the blood can be typed (A, B O, etc) and then taken to the OR -- it speeds up the process of getting extra blood for an emergency operation.
