I've been asked to find out if anyone happen to know the make and model of the under the hood sirens used on MSP cars?

Correct.. But all new ones will be Whelen controllers due to lack of support/parts for the old Astro's

And a few of the new ones coming in now have voice activated controls. You can tell it lights and lights come on, you can tell it lights and sirens and both come on, even plate running has voice recognition..

Yep the Project is 5 4ward! Great system and alot better then the other system they tested out..

does this siren have the 3 tones and an air horn, and does this model fit under the front bumper because I know it wont fit behind the grill.
