BNSF yard using PL?

BNSF Yard for the Twin Ports (Duluth/Superior) was spotted using a "CT: 118.8" today, not sure what if any impact this may have in future scannings, I noticed a few other "CT" uses in the area but was unable to track down their use.

I am not really up on my AAR frequencies all that much, but the 161.340 repeater in the Twin Cities Metropolitan area has been transmitting 118.8 hZ for quite some time now. I can't seem to find the repeater input at the moment. Maybe 118.8 hZ will be used system wide for BNSF Yard Operations.
