Many. Look under Customers and Border Patrol in the AZ US Government portion of the DB:
U.S. Government Scanner Frequencies and Radio Frequency Reference

VS5 and VS14 cover the Phoenix metro and are the most active. The Vote Scan channels have multiple frequencies in different locations.

I also receive Florence (173.100) perfectly from Ahwatukee.

Also, try the nationwide frequencies. Air 4 (169.1625) is frequently heard in the clear with the "Omaha" helos.
Customs and Border Protection (CBP) Scanner Frequencies and Radio Frequency Reference

CBP is about 90% encrypted. They use selectable encryption, so you will hear mixed encrypted and in the clear. There is still enough in the clear that it is worth monitoring.
