To answer your question(s) here is the Idaho State Police regions and boundaries.
Region 1 is the northern most region and comprises the area south of the Canadian border, west of Montana and east of Washington and covers these counties.

Bonneville Idaho Falls ISP Region 6 Command
Idaho State Police are dispatched from either Meridian, or Coeur d’ Alene each region used to have its own center, but consolidated into 3 centers (Meridian, CDA and Pocatello) about 10 years ago. Last year the Pocatello Center was closed, but this has not been confirmed. Here is a link to a fairly decent map of Idaho showing the Counties.
