Border Patrol identifier Foxtrot & Fox ?

What does the Border Patrol Identifiers Foxtrot & Fox stand for? I seen a reference for foxtrot on a website that it had to do with helocopters. Any help would be appreciated.
I have the identifier codes but no reference to those two.

In San Diego at least, Foxtrot is the MD500 BP helo's that fly around.

I'm not sure how good those identifiers are.

For example: in Sault Ste. Marie B.P. goes by SierraXXX. If you look at the identifiers it says that Sierra units are not patrolling units, but rather Internal investigation or finances (I can't remember which).
