Border Patrol monitorable in AZ?

I will be spending about three weeks in Douglas, Arizona, and I plan to take my HP1 with me.

Question: Is the US Border Patrol monitorable? I suspect it is now 100% encrypted. I lived for a year in Douglas about 20 years ago and at that time it was about 50% encrypted, so it was still worth monitoring then.

Also the RR database says that Douglas PD on 154.740 is now 100% encrypted. Is this still true? Is it still possible to monitor Cochise County Sheriff and the Arizona Highway Patrol?

Will do... I'm especially interested to find out what interagency frequencies / channels are used, like between Douglas PD, Cochise County SO, AZ Nat'l Guard and US Border Patrol.

I'd expect to find the Guard down in the 137-143/148-150.8 portion

It has been 20 years since I was in that area. I also camped at Organ Pipe NM and drove a road where a poorly maintained barb wire fence parallel marked the border. At that time there was a frequency for interagency communications called "Allied." I would hear various units communicating with each other when they would say "go to Allied." I knew the frequency but it was encrypted. I don't know if the sheriff departments have encrypted some of their frequencies also. A pretty violent area so I understand why they have to do this. As much money as the cartels are spending on tunnels and submarines I wonder if they have tried to figure out how to "decrypt" transmissions. I've heard it is extraordinarily and difficult to do, if at all, but the cartels are willing to spend a lot to keep the drug pipeline running.
