The Rochester, NY Border Patrol Station has existed since October 2004 and is responsible for 54 linear miles of border on Lake Ontario. Rochester Station agents perform border patrol duties within the Buffalo Sector Area of Responsibility in support of the National Border Patrol Strategy. During the summer months, agents conduct joint marine patrols with other federal, state and local law enforcement agencies.
The city of Rochester is uniquely centered within the heart of the Northeast Region, providing an economic bridge to Washington, New York, Toronto, Philadelphia, Detroit, Cleveland, Boston, Baltimore and Montreal. Within a 400-mile radius that includes twelve Northeastern states and the two most populous Canadian provinces, Rochester reaches out to more than eighty million people-that is over one-third of the total U.S. population.
Buffalo and Watertown operations used to be receivable depending on propagation in the analog days. AFAIK there are no "Rochester" operations because there is no border there. Of course, there is an airport, a train station, and a bus terminal.
