Yes, TG access to sites can be very restrictive if needed or pre-planned.
Many are set that way, as part of the set-up [ie: No need to have A-PTL-x heard on the Cape or the Berskhires] on a regular basis, then there can be programmed exceptions [added by the Techs or Removed by the Techs as needed]
This was done quite well during the Boston Marathon Bombing events when some TG's had to be shut off outside of the operational area as it began to tie up the needed voice channels in other Zones/Sites
Then, there has been the "Emergency Button Push" on a TG where it [was watching trunker] activated on many Zones that we regularly would not hear in eastern Mass....
the systems are very dynamic, what you hear today, may be locked out tommorrow or as we are seeing with the new Zone 22, only A-PTL-x, no H-PTL-x TG's but some of the Events/SOPS are heard
Yeah, I doubt we'd get anything from BFD or PD for that matter on our sites down here, but I guess that's what broadcastify is for. I found that out listening to other digital trunks, they can really localize sites down. Oh well
