One of the large number of factor that influence ruminations of the type envisioned by this thread is NFPA 1221, which essentially "outlaws" both trunked talkgroups and digital voice on the fireground. NFPA 1221 is not binding, but there are sound reasons for its exhortations.

If one is searching for a model for a fire department communications system that moved off Sub-Part L, it would be Cambridge, which uses digital trunked talkgroups for dispatch and administrative functions and conventional repeated or direct analog voice channels for the fireground.
