RE: Mass Casualty Exercise

On March 28, 2009, there will be a mass casualty exercise held in Jamestown at the local park (Jamestown Park). The exercise will include members from the Jamestown, Lefthand, Four Mile, Sunshine, and Gold Hill Fire Departments. Also participating in the exercise will be members of the Boulder County Sheriff’s Office, Pridemark Ambulance Service, Boulder Emergency Squad, and North Colorado Medical Evacuation Service.

The exercise will start at 8:00 AM with a briefing for the “victims” and staff members of the event. At approximately 9:00 AM, the participating agencies will receive instructions describing the event and where to respond. The specific nature of the event being depicted remains a secret so as to most accurately recreate an actual emergency. The event will conclude at noon and participants will attend a debriefing following the event. There will also be an After Action Review (AAR) of the exercise at a later date. The debriefing and AAR are opportunities for the agencies involved to critically evaluate their performance; they will not be open to the public. There will be approximately 110 people involved in the exercise, including “victims”, first responders, and evaluators. The exercise will include one or two North Colorado Medical Evacuation helicopters landing and taking off at the scene.

Four Mile Fire Protection District Chief Bret Gibson, is involved in the planning of the event and identified the following goals for the event. First, they want to test the response of the many agencies and the inter-agency cooperation and inoperability between them. The exercise will also evaluate how victims of a mass casualty incident are medically triaged and tracked as they are transported to local medical facilities.

Members of the media and public are welcome to attend the event but will be asked to remain in a designated observation area at the west end of the park because of safety issues.

The exercise is being funded in part by the North Central Grants as an exercise to evaluate the existing plans, procedures, and the inter-agency cooperation and inoperability between the participating agencies.

In the case of inclement weather the alternate date for the event will be April 18, 2009.
