Wondering if Brazil PD is only affilating with there Tower in Brazil??

I only hear Clay County SO units as well. Are the fire departments on Safe-t? I only hear them on VHF as well

yeah Fire is on the VHF only...strong repeater...I think city is on that 400 system licensed for the housing authority??
