Brazos County Jail MOTOTRBO?

I was glossing over the FCC licenses for Brazos County, when I came across this:
WQNC641 (BRAZOS COUNTY JAIL) FCC Callsign Details

The emission designator suggests a TRBO system, but I have yet to actually hear any sort of activity on those frequencies (they've been in my scanner for well over a week now). Does anyone know anything about this?

I saw an application for them sometime a little while back, but since I don't live in the area anymore, I just entered them in my scanner for future Kyle Field trips. I honestly think jails and prisons should invest in digital technology like TRBO that is much cheaper and harder to monitor. Coming from someone that has worked in a prison for years, movement of prisoners and other activities really have no place in the public airwaves, especially with all the gangs and cartels within our own state that are capable of high powered attacks.

Unfortunately, I live a good distance (over 10 miles) from the facility, so I haven't picked up anything on those frequencies yet. If I do confirm that they are being used, I'll submit them to the DB.

Oh, and since we're on the topic of TRBO in Brazos County, I found another one:
