They have no other option.I don't believe Phase 1 system contracts are being offered any longer to PS.

Phase II systems are backwards compatible to run Phase I.

What I’m saying is if we have Phase 1 scanners will it still work regardless if not having Phase 2

Only if the transmissions are Phase I. A Phase I-only scanner cannot decode a Phase II transmission.
