ok so i had my scanner on close call the whole time at the fair and i didn't pick anything up on the close call and i was close to the fair office the whole time

were the bands turned on in the close call settings? If that is an old photo, perhaps the rental radios were digital. I recall that Close Call will not work with DMR but never used it for that.

Depends on the DMR. It does work sometimes, but not all the time.
