So ive been reading up on Rebroadcasting another agencies communications, and i pretty much get the gist that it's not legal,

But here is my question :

I have Teamspeak, and that is broadcast over a server, i listen exclusively to FDNY and EMS.
now, what if i were to rebroadcast teamspeak over my personal licensed repeater?
Is that still illegal?

There are very few licensed radio services where any form of 'broadcasting' is legal, regardless of what you are broadcasting.

If you're talking either ham, or GMRS, the answer is no, broadcasting isn't legal, other than a few specified exceptions for ham radio (shuttle coms, for one). Ham radio and GMRS also have legal requirements for who controls the transmitter, and requirements that anyone speaking on the radio must be authorised to do so (A suitably licensed ham, or a GMRS licensee).
