brockville pd inversion how can I decode them

all Im hearing on my scanner from brockville pd is inversion what can I do to decode these guys?I no its not that secure cause its not rolling inversion cause thares no clicking in the backround while they are talking I can hear them but all it is martians talking but thats it any ideas what I can do to decode these ******** Ive tried invert dont seem to work.

Are all transmissions encrypted or just some? If all of it is encrypted, you might try contacting the Police Public Affairs Dept (or if it is a small deptartment, the Chief) and asking why they feel the need to encrypt all transmissions. If they don't answer sufficiently, kick it up a notch and contact a few local elected officals and ask them to get an answer for you. After that, try your local newspaper. They may be interested in what the officers are talking about that needs to be so secret. If all else fails, a formal Freedom of Information request for transcripts or tapes of the daily traffic would at least tell you what is going on and let them know someone cares what their police are really doing.

If just some of the traffic is encrypted, then you are probably out of luck. They would be able to deny your requests for information based on "on-going investigation" and "sensitive" data rules....<sk>

That is the U.S. law. I will have to check, but I don't think Canadaian law treats this the same. Also, monitoring cellular phones and cordless telephones is not a crime here, although there are prohibitions to disclosure or use of the information. Second, if it is simple inversion, I would not call this "encryption", although perhaps the laws may treat it as such.

I seem to remember something out of the DOC Radiocommunications Act in the Safety and Security Section (Chap R-1) that spoke to this, but I can't find it right now. I'll look further and see if I can pull it up. I did a paper on Government Security/Secrecy vs the People's right to know in a class I took a few years ago. I was comparing public service radio usage in various agencies around the world. Amazingly, Russia and most northern European countries (Germany excluded) have by far the most openness in their access to police activities. Canada and the US were "middle of the road" unless you included military communications. Turns out we are all a bunch or paranoids! (except me, I KNOW people are plotting against me!!! :D ) My conclusion was the worst (nominally) democratic country was England, btw.

If it is indeed encryption then it is illegal to decode it, not that you would have any luck anyways. If it is simple voice inversion scrambling there is a program on the net called Invert that you feed the audio from your scanner into your computer and it will decode it for you. There is also an Alinco HT on the market that will decode voice inversion, can't remember the model though.

the brockville police are inversion thares no way they are encrypted you would not hear thare voice if they were. They are all ''girgley girgel'' like donald duck no clicking in the backround at all you can hear thare voice just cant make out what they are saying so thats why I think its inversion plain old inversion what do you guys think?

Brockville Police use a rolling code inversion. It is a type of inversion that has an ecrypted code to descramble frequency modulation on a rolling interval. In order to descramble it, you would have to know the code in which the frequency is being inverted at that particular interval.
