I am monitoring a 800mhz apco25 trunked system in arizona with a pro96. My signal meter is reading anywhere from 94-98 but the voices break up. Is this normal with apco25 or is there some underlying issue?

Could be normal. What system? What antenna?

Also check whether the system is Simulcast over a number of sites, or whether your receiving a standalone site.

In Simulcast mode, two or more towers transmit the same information over the same frequencies at the same time. If you are in the 'overlap zone' in between two towers you might be experiencing 'multipath', where both towers are cancelling eachother out.

On an 800mhz system this area is quite small but its something worth checking.

Yeah, my county is using simulcast and it's a real pain. Compared to a system that I listen to that is a single site, it comes in perfect. I use a pro-96 as well.
