This sounds almost like desparation on the part of the county trying to do
something before they are forced to spend a ton of money replacing
everything they have in a panik.

Having worked for several consulting companies over the span of time, this
is nothing new. What they are doing is much the same as any agency
goes through when replacing a radio system. You just need to make
sure there is someone who knows what is technically right and can smell
a bad pitch from a vendor. Even some of the consultants do a bad job.

Problem is the info is months old and does no one any good to jump into it now.
