454.6625 MHz is Orchard Park Police, I can now confirm this. I am using DSD+ to listen to the audio.

Yes they are currently using a frequency assigned to Saia Communications. I am unsure why they are using one of his when they did get granted a license on UHF at 424.000

Probably so Saia could provide test radios without reprogramming, which means less cost.
